WARBUD awarded during the PPP Leaders’ Forum

This year’s edition of PPP Leaders’ Forum took place on June 16, 2025 at the Copernican Revolution Workshop in Warsaw’s Powiśle district. A periodic conference under the honorary patronage of the Minister of Investment and Development aims to strengthen the dialogue on potential cooperation and the possibilities of implementing development projects utilising the private funding initiative model, facilitates exchange of experience and networking. The Forum is a meeting of the public sector with business and experts from financing institutions, legal and technical advisors, and at the same time an exchange of good practices in the effective implementation of the PPP model. The event was inaugurated by Adam Szejnfeld, Senator of the Republic of Poland, Joanna Sekuła, Senator of the Republic of Poland, Vice-Chairwoman of the Parliamentary Team for PPP and Maciej Żywno, Deputy Speaker of the Senate of the Republic of Poland.

The discussion panel entitled "Public-Private Partnership in Poland – directions for development, European models, national successes" was attended by Przemysław Szulfer, Director at VINCI Construction Support Services, who emphasized, above all, the effectiveness of the PPP model.

‘Thanks to the efficient design, implementation and maintenance of infrastructure, the PPP model generates on average 10–20% savings for local governments over the entire life cycle of the facilities. This is the money which remains in the public budget. And if we add to this the fact that the repayment of the investment is often spread over 20 years its operation and the debt is not part of the public debt, it is hard to imagine a better vehicle for financing and implementing public investments,’ stated P. Szulfer who recommended this method of cooperation. ‘A Public-Private Partnership is not only a financial tool, but above all a philosophy of implementation of investment projects based on dialogue, transparency and responsibility. At a time when public expectations regarding the quality of public services are growing and access to budget funds is limited, PPP can become a key element of the development strategy of cities and regions,’ stated Mr. Szulfer.

The panel was also attended by Natalia Olszewska, Director of the PPP Department at Łódź City Hall, Agnieszka Lizis from World Bank Group, Robert Abramowski, Head of the PPP Project Support Department at the Ministry of Regional Funds and Policies, Maciej Mosiej, Member of the Management Board of Interparking Polska and Anna Łopaciuk, Director for Transport Infrastructure Investments at Bank Gospodarstwa Krajowego. The talk was moderated by Tomasz Korczyński, Attorney and Partner heading the Infrastructure and Public Contracts practice at Greenberg Traurig.

During the event awards were also given in the European PPP LEADER competition, in which the company WARBUD was awarded for its execution of the Sports and Recreation Centre project in Płock. The European PPP Leader 2025 Award was received from Senator Adam Szejnfeld by Director Przemysław Szulfer and Mariusz Ruszowski, Deputy Director of the Medical Construction Division.

The Forum was also attended by Karol Puszerkiewicz, Director of WARBUD SA’s Region North and Paweł Komendarek, Deputy Director of Region Centre.
